All I know is that from trying the 8PE21 and the 8M400 is the same cab (direct radiating midrange 400Hz-3kHz), the 8M400 does seem to be louder by a dB or so and possibly smoother.

Chris: Hornresp, but using the directivity plot, 0 degrees off axis, instead of using at the default constant directivity plot. I did some real world plots a while back with the 8PE21 and horn and they showed similar characteristics to the Hornresp predictions, so I'm inclined to believe it to some degree, although the only real way would be to try both.
